eat less...body cant grow if you dont overfeed it. your training volume might also be too high. also people who do strict paleo tend to think they can eat more because they eating only whole foods. not true. all that meat, grains, and dairy are calorie dense and something tells me because of your petite frame you're hitting the necessary calories sooner than u think. my advice, start tracking your macros just to find ballpark figures that work for you as far a proteins, carbs, and fats go. think you'll have an easier time managing your body comp and weight after this, just need to do a little experimenting first.
